As per the contract: “The ex-ante evaluation should: a. Review the project’s relevance, added value, effectiveness, potential for synergies and impact; b. Review the current RBM processes, indicators and tools; e. Provide suggestions on the aforementioned elements. It is expected that the ex-ante evaluation report will identify good practices and provide suggestions on how to improve management of the project at all levels. It must refer and comply with OECD’s Development Assistance Committee (DAC) Criteriafor Evaluating Development Assistance.”

What are we going to look at:

What will be produced with that review:

An evaluation report looking at the main criteria of relevance.

An overview per country involved in the project, reviewing the national research conducted, as well as the baselines, benchmarks and Performance Indicators established as a result.

If needed, an alternative set of monitoring tools to measure processes and results progress to achieve the objectives
