Who is doing this evaluation? It is not just an external consultant but a reference group that will be composed by all field offices, the media pluralism and media literacy departments as well as the MAS section:
In the case of the consultant my name is Joaquín de la Concha and I have over 14 years experience working as an evaluator in the 5 continents and for a wide variety of donors including the UN, EU, SIDA, the Netherlands, Spanish development Agency, etc. My last 7 consultancy assignments have been focused on the evaluation of Human Rights and Freedom of Expression development projects that included 3 projects touching upon community based media (one from UNESCO in the Great Lakes, another inter-regional project for Internews, and a Free Press Unlimited project in Zambia) media outlets capacity building (including Internews projects and HIVOS projects in Africa, Middle East and Asia) and conflict sensitive and Do no harm journalism principles (Internews projects in the Middle East). I have first-hand experience applying results based management evaluations and I am as well acquainted with several human rights related and gender focused topics.
